Its also heavily implied by the next entry in the journal that Ghost and Roach were apart of One-One Team for Mile High Club as they were tested by Soap a page before. Gaz/Ghost's voice actor is present for that mission and there are nothing but British voices on your team. You are not explicitly playing as Soap yourself, you're playing a guy named "One-One Operative" which can easily be chalked up to be Roach's first mission as 141, as Ghost (Romeo One-One) is accompanying you on the mission.
SAS don't recruit foreigners and Roach was SAS before becoming 141, so Roach is British by that alone.
little thing for you there's a skin for Mil-Sim (USEF III) that gives the skin green features which you should look into acquiring the textures for to make this much more accurate! (i suck at explaining sorry, you'll know if u look into it)
