Uncapped Handicap AI

Description
Mod overhauls the handicap.bed file to remove slowdown limits and expand on the velocity speeds and engine start up for the ai. This version effects all game modes.

It removes the capped limits on the rubberbanding.
It will still be there but not so extreme or bad on some tracks when you play a normal race or event.

So.. AI with this mod dont have rubberbanding?

It changes the code for each track to no longer have rubberbanding or have their speeds be adjusted based on the player's distance to the drivers
