Is the game in your library? I'm not sure how ignoring a game you have a license for interacts, but if it is it's worth trying removing it (since it's a free game and all).

Digital Extremes only has one actively developed game (soon to be 2) on Steam.

Even if you ignore a publisher, if a game/DLC is popular enough, their stuff will still show up on the “Home” page sometimes.

If you're talking about the big banner across the front page of the Store, that will never adhere to your ignore list. Just use the scroll wheel on your mouse and move on. It takes far less effort and you're going to do it anyway, so just get over it.
