Is the game in your library? I'm not sure how ignoring a game you have a license for interacts, but if it is it's worth trying removing it (since it's a free game and all).

Even if you ignore a publisher, if a game/DLC is popular enough, their stuff will still show up on the “Home” page sometimes.

If you're talking about the big banner across the front page of the Store, that will never adhere to your ignore list. Just use the scroll wheel on your mouse and move on. It takes far less effort and you're going to do it anyway, so just get over it.

Oh, the takeover for The Old Peace? That's not a DLC. That's a free update. And takeovers show up for everyone. They have never depended on any preferences.

I thought you were being recommended stuff like "Warframe: The Old Peace Uriel Bundle" because that's actually marked as a DLC on Steam. Which is why I assumed you must have had the game added to your account, because Steam wouldn't be advertising a DLC for a game you don't have.

Being vague means that it's harder to help you when you ask for help. Sorry.

It's an advertisement banner on the store page. Nothing you can do about it except ignore it. Attacking and insulting others and making false reports won't change that.

Well, something must be broken your end, since ignored them to test, and nothing shows but the banner on store page at the top. Perhaps clear steam cache.
