i go close and i dont see the eye( maybe the eye appears only once when the achievement?

The event after sebastions quest? If its that CRAAAAAAAAAAAANK up everything to do with landmarks and turn off skybox reflection. (Havent played Kuwait in awhile) Also, it may be a night time only thing.
