I have checked every single place that I can yet the eye is nowhere to be found in Kuwait city. Is there a bug with it because I have heard its in one of the high rise lobbys but i don't see it in any of them.

Apologies on the late response, check the three story apartment in the east Miral with blocked windows. You'll hear TV static once you're close.
I'll hopefully update the NPC/Quest guide soon enough to accomodate for this and some other changes. Hope this helps, cheers.
