How do I actually use tokens?
I have a merchant's token, and I don't really know what to do with it to make a merchant join. I have tried talking to a bunch of different merchants, because I know there are different kinds of tokens like 'armorer' and whatnot, but I have no idea how I'm supposed to use this one.

Stumbled into the answer. For future readers, you offer tokens to settlers after they join to give them the role, not before as payment for joining (which is what I incorrectly assumed).
