Yeah there's already a really good jarate head cosmetic iirc. Frankly I think it's dumb to insult people for making these kinds of cosmetics.
In this case it's harmless, and we've had goofier cosmetics, so getting hostile about is a just like screaming "STOP HAVING FUN" at people. It's why bot-makers name their bots after popular TF2 meme names, so people with those names get kicked. You just look like a scumbag.
