If you happen to play with a mouse and keyboard instead of controller, the game can drop frames when interacting with menus and stutter really bad, constantly, regardless of your settings.

The main issue I've found is the polling rate of your mouse. It might sound crazy, but for reasons I cannot explain or understand, any polling rate above or at 250 hz causes massive stutters.

Below I have a demonstration of how it looks at a polling rate of 500 hz (default on my mouse). You can see the animation on the roundtable grace lag massively

To adjust the polling rate of your mouse, you will need to download drivers that come with it. In my case, I was using a CANYON gaming mouse. In their software, the interface should look like this :

Simply change the polling rate to something under 250 hz (it might be variable, for me personally 125 was where the stuttering stopped, so make sure to test out various polling rates lower than the default)
