Note about shadow cache: If you experience no stutter, turning it ON gives you more FPS, if you have stuttering issues, turn it OFF

Make sure your GPU drivers are up to date and you have the game installed on an SSD

Cap the framerate manually to your value of choice

Turn OFF game mode in Windows settings

Change DPI settings in game's .exe file

is there any difference between capping your frames in game and in nvidia or other 3rd party software?

Shadow Cache uses a lot more VRAM but it gives significant performance boost. However cards that are below 4GB VRAM buffer should disable this as it can introduce stuttering. You can easily look up what your GPU is and how much VRAM you have.

tl;dr, if you have 4GB or more VRAM, enable it. Otherwise disable it or lower texture quality setting/shadows before disabling it as the last resort. Use MSI Afterburner to measure your VRAM usage as in-game VRAM counter is not accurate.
