I am able to purchase any item that has a 'Buy Now' option, such as player sold skins for CS, but when I go to purchase items that require a buy order, e.g. Music Kit, or case, it only gives me the add funds option.
I have more than enough funds to cover the buy order amount, and have even tried adding funds on top of this, and it is not working. Extremely frustrating. I hope they fix this soon.
FWIW I have 100s of Canadian Dollars in my Steam Wallet Balance that have been 'cleared funds' for weeks and/or were added by physical Steam Wallet Cards purchased by me with cash in person.
Up until earlier today (maybe early afternoon PST) there were no issues placing buy orders - now it demands I add funds (even after presenting me the option to pay with my Steam Wallet balance)..
Hopefully Steam Support are able to resolve this issue quickly.

Yup… I had ~10 buy orders up just yesterday. After being outbid and cancelling my orders, I’m unable to replace them — So frustrating… How long has this issue affected you?
Set the price of the item youre buying to 0 and then re-input the original purchase price. what a stupid bug.
Bug still persists.
Since around 7pm CST on the 4th. I did just get a new reply from steam support, saying they are now looking into the issue; however, the issue still persists.
To confirm; I had been entering the value to zero without luck.
I found another user suggestion saying to refresh the listing page many times (5+) and try purchasing; by combining their suggestion with your suggestion I have finally been able to place a couple of buy orders.
One time it took at least 8 page refreshes and I had to close and open the 'purchase window' 3x before it worked - but it did work/
