Updated the server with the latest Shield updates and apply the SD config file. Also updated DS weapons as well.

Server and mods updated.

The Relative speed mod is fixed to match the SD servers. I had to wipe and start from scratch loading one mod at a time. That means your admin promo will be wiped. I made Xterm and Shroud Owners so any three of us can promo folks.

Also fixed the permissions in the group so moderators and above can accept join requests.
