vac and game bans are already visible regardless of private profile or not

The goal is to make certain reputation information, such as the number of VAC bans, visible even with a private profile, as people need to know about a user's reputation.

VAC bans are already visible on private profiles.

VAC bans stay visible (red text) for 5 years. After that, it hides but can still be seen using the ?xml=1. If they get another VAC or Game ban, the old VAC ban becomes visible again for another 5 years.

Game bans always stay visible (red text) and never hide like VAC bans do.
