The Steam version is exactly the same as the portable/standalone one. Aseprite is DRM-free, so you don't need to start Steam to execute it. I found Aseprite.exe in the Steam > steamapps > common folder, right-click -> Send To Desktop, and run it from there, and so far it runs on its own now without Steam.

I like this option as it can be quite annoying having to load up Steam first etc before I can get to the program to do something.
