Someone circa early '00s wrote some partially-accurate observations in rambly mystery cult format. The public is still as clueless about their real enemy as they ever were, but that's not new and it has never required 'poisoning' them (they do enough of that themselves!). Occam's razor: humans are just dumb and oblivious.
Civilization has been a dog and pony show for several millenia; no "covenant" required.
