Ive heard something called, VoiceMeeter helps, but Ive not tested it yet. I'm having the same issue. I'll keep you posted if it works for me

Is the new Steam Game Recording?
In the Game recording place it on record background then scroll right down to audio enable record microphone
Record audio from Game Only or All System Audio or Game and selected audio

My mic wont work in games yet it works in everything else, ive gotten it to work in steam.

in steam setting under the voice tab i can hear myself but when i click on the"in-game voice" option and i try to change my current mic it wont work i also cant hear myself when i test my mic in this menu.

This is usually caused by the wrong default Windows input device or exclusive access. Set your mic as the Default Device and Default Communication Device in Windows Sound Settings, then disable “Allow applications to take exclusive control” in the mic’s properties. Restart Steam and the game afterward. Many games ignore Steam’s voice settings and only use the Windows default input.
