If the price difference between where you live, and where they live, is 10% or more, then Steam won't allow the gifting. A Digital Gift Card is the only choice at that point.

However, that's not how other people see it. Laws in civilized countries tend to have a paragraph or two (or three or a bunch more) about protecting consumers. And those laws tend to dictate that the price you see on the store page has to be the same as on the checkout (plus/minus taxes, US consumer goods taxing is weird).
In other box, a notice I've mentioned above, the one offering you to proceed with that other price, wouldn't be legal. I ♥♥♥♥ you not, it would be an easy solution but it can't because legal.
In all fairness, not all people are smart. There's a bunch of them who'll only see the price on the store, then blindly proceed clicking every "Next" button without reading ANYTHING and then sue Valve because the moment real money gets involved, things get serious. It's sad but that's the reality we live in.
I am not even guessing. There's a week trade ban for canceling all your trades. Including a warning (or maybe even a two) and every now and then, people rant about their temporary trade ban. And that's without any actual money involved, without any funds moving around outside of Steam.
