Then tell him to contact steam support, they may lift the restriction....

Have your friend restart Steam, try gifting through the Steam website instead of the client, or wait a few hours and try again. Also make sure neither account has purchase, trade, or gifting restrictions. If it keeps failing, Steam Support is the only one that can resolve it.

we literally tried everyhting u said and steam support was no help they mad us do the same thing over and over again

If trying to purchase a gift through wallet balance keeps failing, then the account is banned from using wallet balance to purchase gifts.

Only Steam support can help there.

each time we try to contact support they make us go through a rabbit hole and dont even help us like when we go to the gifiting option thery dont have like a certain problem for this.
