Sounds like you do not ahave administrative rights to your machine

Run steam as an adminstrator and let it fix the steam services

What version of Windows are you running? What AV are you running?

So the error is pretty descriptive, the Steam service, requires administrative privileges and it's not getting them, so that cripples Steam.

If it were me I'd open up services.msc (type Services in your start search) from your start menu. It's an Windows app that shows you all the background services running, and let's you start and stop them, and do other management.

You should be able to find the Steam Client Service and make sure it's running. You may be able to start it from there, or at least troubleshoot some bit, or keep an eye on it.

If it won't start, fails to start or shuts down. Well at least we've narrowed it down. So the question becomes what is causing that behavior. Do you just need to install Steam explicitly using administrator privileges? Is some AV interfering with the service?

Another thing you might do is when Steam crashes, it'll be because of the service failing. But if you look at what gets written to the Event Viewer (type in Event or Event Viewer from your start search) it might not tell you anything new. But if it does, might give you another clue.

TL:DR;

Try reinstalling Steam explicitly as an administrator. Right click on the installer, select "Run as administrator"

Take a look at your Windows Services (type Services in in your start search), and specifically the Steal Client Service.

For additional visibility look at your Windows Event Viewer (type Event Viewer in start search)

Is this windows, mac, or Linux?

I help you with windows if this is windows, make sure didn't mess with UAC, not using any third party app that delete, or messing with permissions.

Since you already done deleting, and uninstall, then this means something else going on, before that let get crystal disk info, not crystal disk mark they're different, you want the info as want to check your storage drive health. If there is yellow, or red for any of your drives, take screenshot and upload to Imgur to paste link here, or upload as artwork via Web browser on steam.

Assuming you're using SSD, run administrator each time for each command prompt / CMD and do restart.

First one it will ask if you want restart click yes because you're doing main OS drive.

chkdsk C: /f

If the issue on C drive please change C to letter drive issue happening on, example if issue on D drive, put chkdsk D: /f once this is finished, move onto next step.

Second one this will take awhile, you may see it get stuck at 62.3% that normal it a large process that take awhile depending how bad it is.

DISM /Online /Cleanup-Image /RestoreHealth

Once finish restart PC, and be doing final thing.

sfc /scannow

This just doing last error checks, and hopefully after restart last time, this should solve any windows issues. There is one more option, but we save that for last if we have to do that.
