You don't. It's not some kind of cleverness test. It's not restricted, unless you know this one trick. Which is why all the obvious things you can think of to buy the game violate the SSA.
You won't be able to buy it on Steam. You could always take it up with the publisher, but chances are they didn't restrict your region by accident. You might try other stores, at least to confirm the availability or lack of.
Or get a playstation.
As of now, Activision is not selling this game to people in Russia and Belarus.
