Apple allowed it and those guys are extremely picky when it comes to sexual content in games.
Steam's review department is known to harbor activists who target eastern developers. They allow gross furry porn and other garbage, but will ban anime games that don't even have adult content.

That said, I'm not a fan of any low quality games, which are relying too heavily on breaking or playing wirh taboos for attention. In my opinion the standards for giving games like that a pass are rather too low than too high.
I'm kind of with you there. But given this sort of thing happens the desire to invest is not as high.
If there were a bunch of Gialo-style games coming out, and not getting banned off the storefront, you would have people probably being pickier.
They allow AI furry porn that barely constitutes as a video game. It's as low effort as you can get and it gets flooded into the market.
I don't care about adult games, but put some effort into them.

Brown Dust 2 was obviously denied for a reason.
Are Valve required to share that with the public? No.
With the developer? Yes.
Better question is it even denied to begin with?

PR stunt maybe.
It has wishlist on Steam on their website and even gave a number of 100k BUT it is not searchable on the Steam Store.
