I've just got off Steam Support and this is what they said:
"Steam for Linux is currently only supported on Ubuntu 12.04 LTS and higher with Unity, Gnome, or KDE desktops.
If you are running another distribution of Linux, we will not be able to provide support. We recommend you install the latest version of Ubuntu for the best Steam experience on Linux"
The Index HMD worked the first time I installed CachyOS out of the box - with a very laggy dashboard and I had to exit VR.
After a few gpu package installs (mesa and opencli-amd) it is now giving out the same issue you are - and uninstalled them with no success.
I know someone who got his HTC Vive to work with Arch, I'll get an update if his method works here.
It is a direct issue with the latest AMD Mesa drivers (25.3.1) causing the headset not to respond.
Try downgrading the AMD Mesa drivers, have a look on Proton DB for SteamVR - and look for people who have said it worked under their AMD driver version.
I can't give any tutorial on how to downgrade the AMD drivers, after my (desperate) attempt I broke the entire CachyOS login process and had to fresh install.
I see why Steam Support did not want to assist with helping get this problem solved, as Arch is a whole bag of worms.
