If you search on YouTube for either Retro Game Corps or The Phawx review videos for the Steam Deck OLED they both show how to toggle HDR in their videos IIRC.
I've tried in Stable, Preview, and Beta on my new OLED. This option does NOT exist on any of them. It's very frustrating because I'm experiencing the same problem with some games that look absolutely atrocious having HDR forced on
Not really. The good option takes time. You report whatever games which looks ugly in FDR to Valve or proton devs. They will write a whitelist for those games.
It does not force HDR, it enables it.
You can disable in-game...
The game developers can fix it, probably.

With that in mind, maybe an option would be good.
Defeats the purpose of having an HDR screen but options are always good, right. Right?
Can those who experience this, list the game or games this his happening in?
Why is hdr always a problem? Also on the PS5 Callisto Protocol had terrible hdr at launch, Diablo 4 had terrible HRD at launch. They often fix it quite soon, but man, how hard can it be to calibrate colors right? At some point I just forced HRD off in everything.
I will try the steam version of W3 now.

in Heroic just set the variable DXVK_HDR=0 for your game.
Works for me, could work for you too. Probably doesn´t work with every game.

That was the last stable proton prior to the HDR pipeline and forces it out in the render stage.
Can be used to fix games that break on or after first launch from HDR (like Hotwheels Unleashed etc) and will remove HDR as a visible option in the game as it is no longer reported as supported at a hardware level.
